1 of 2 fans stopped?

Hey guys it's my first time here so I apologize if I'm doing anything wrong. So I have a MSI GTX 750 OC and it has the "Twin Frozr" and one of the fans spins fine, but the other one is just jittering, like it's trying to spin but it can't. I have cleaned the dust out of it and I just won't spin please help me out ASAP. And I want to thank everyone in advance, have a wonderful day!!
