100% CPU usage after new HD install

I changed my 4Gb Samsung to the slave after adding a 120Gb Western Digital (which I had to jumper to 32Gb with my old BIOS), and now the Pentium II usage is pegged at 100% all of the time. Even with no applications running. Before adding the WD HD, it would only hit 100% briefly when starting something like Photoshop. Any ideas why this is happening and if this is cooking the CPU?
