5 Minute Freeze After Modem Connect

With Windows XP, (SP2 and pully patched) once I dial up with my 56K Modem, windows freezes up (pretty much) I can still click items on my quicklaunch bar, or on my desktop, but nothing opens. You just have to let it sit for between 5 and 10 minutes. Then, all of a sudden, all the programs I clicked on during the "frozen period" all open at once and everything's fine...until the next time I establish a dialup connection. Anyone know what might be causing this?
I read somewhere that IPV6 could be a culprit but I'm loath to remove things like that unless it's the only alternative.

There's no network activity during the "frozen" period.
At the moment I start Firefox etc 'before' I connect to the net - - at least I have the instant use of my browser.

Any help would stop me losing any more already grey hair.

    Cheers.
