60-80% packet loss on only one device in the network

My desktop is currently suffering from massive packet loss which, using ping plotter, appears to be on the jump from my computer to the router. I can connect my surface pro running the same OS in the same location pinging the same server and receive zero packet loss. So far I have tried replacing the network card in my computer which made no differences. What makes this stranger is that I can talk over teamspeak/discord and appear to suffer no issues, however, when playing games online every 10-15 minutes I will lose complete connection for 5ish seconds.

If anyone can help I would greatly appreciate it
 
Sounds like a bad ethernet cable.

run PING -t 192.168.0.1 (or whatever your router address may be)
to kill it, use <ctl>c

time should be <1ms

I am using wifi to connect my desktop, running a cable isnt currently an option.
Pinging my router reveals the same results, massive packet loss.
 
Which Windows are you running -- 10? then you need a new driver.
 
Hmm; THEN I would look for the RTL8192CE Wireless LAN driver.
