I have decided to buy an athlon 64 over a p4 prescott.

but is a 2.0-2.2 ghz athlon better than a 3.0 p4?

Depends on what type of applications you are talking about, but in general, yes. An Athlon at 2.2Mhz will be faster than a P4 3.0Mhz. You can see how the two line up against each other with different applicatios on this interactive website:
