AMD Athlon 2600+ barton runing at 1200, shouldnt it be around 2000

I just acquired a 2600+ AMD Athlon XP barton 333FSB with msi KT6V VIA KT600 chipstet board 400FSB, my mother in law just got a new laptop and wont be needing it, I havent started looking into the bios or anything but its posting at 1200 Mhz, should it be posting at around 1800+ Mhz. I will be looking at it tommorow when I get a chance anyone have some suggestions on why this is before i get my hands dirty. Currently have 256DDR PC2100 and will upgrading to PC2700 512

Check in you bios and make sure your fsb is set to 166.
