when it says there is no keyboard detected?

Someone put Win2000 Pro on it and it was killing it, so I have been trying to reformat the HD and set it back to Win98.

I get the part of the screen that says to hit DEL to go into setup, but since it doesn't detect the keyboard I have now way to get there, or do I?

No need unless you need to change your boot sequence. Boot from the WIn98 floppy, get to a command prompt and type format C: When formatting is complete switch to the cd drive and type setup. D:/setup with the Win98 cd in the drive.

If I could USE the keyboard

then I could make those changes.

I'm saying that it says "Keyboard error or no keyboard present" so I can't use any keyboard functions.

The mouse doesn't seem to be doing anything either.

are these PS\2 keyboard and mouse? if not try using PS\2 since usb iis often aproblem on installs.

try this:
get win98 floppy boot disk from here: www.bootdisk.com
using another pc, since this one is deaf and mute. lol
start your pc with the 98 floppy boot disk & choose cdrom support option
see what happens.
then you have to fdisk, format, and then install 98
