Any opinions on what is the best freeware program available for computer optimization?

The fdisk utility comes with every operating system and it is absolutely the best thing out there. You can optimise your PC no matter what operating system you are running. And then there's format of course. It's almost as good as fdisk. If you can find a "low level format" utility, then this is even better.

The best optimisation methods are hardware of course. The easiest tweak is to unplug the power cord. You get an instant and infinite reduction in power consumption and heat output.

If you have a CRT monitor, try smashing it with a hammer - no more eye strain, ever!

I hope that you have realised by now how silly your question was!

Define "best". What do you want out of this program?
Define "computer". What computer do you have and what is wrong with it?
Define "optimization". What exactly do you want to optimize?
