Hey guys, I just built this new system. CPU is an AMD 2100+ I keep getting alarm beeps because my 12 volt rail is jumping up to 13.338. When running at idle it sits at 13.056. I unplug the 2 fans and it jumps to 13.2 Plug in one fan and it drops to 13.183 I plug in the other fan and it drops back down to 13.056. I've already been thru 2 new PSU's. Any ideas ?? Also, running at idle my CPU is 66C/150F

Could you fill in your profile please with machine specs specifically? (user cp button above).
What brand PSU have you been using?

That was done nicely...thank you. Now, as to the second question.....

    What's your power supply brand?

Asus typically overvolts, but not like that. I would consider an RMA if you have not tried another bios already. Also be sure you set optimized defaults in the bios. aAlso sounds like the CPU might need to be reinstalled - possibly the heatsink might not be sitting properly causeing high temos and voltage imbalance.
