Asus All in one PC won't turn on

A friend of mine bought it and after it wouldn't turn on he tried to get it fixed but couldn't. He gave it to me to do what I wish with it. I can't figure out how to fix it, please help.

Is the power adapter working? You might check it using a multimeter. It is more likely that the power adapter is at fault, rather than the computer itself

yes, even had an uninformed person smell it and he smelled it too.
