Inactive Bad image error

So I know many people have had this problem and have posted what they have done to fix it, but I still can't get rid of this. anytime I open anything I get a pop up, for example, this is what I get when opening chrome
"chrome.exe- Bad Image
C:\PROGRA~3\(2039C~1\roca.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original instillation media or contact your system administrator or the software vendor for support"
I get this every time I open anything, and about 15 pop ups anytime I start my computer. it's driving me crazy. if anyone has any idea what I should do that would be amazing!

Make sure, you PASTE all logs. If some log exceeds 50,000 characters post limit, split it between couple of replies.
Attached logs won't be reviewed.

Please, observe following rules:
