I've been struggling with an error message that keeps popping up every time I launch a program:
C:\PROGRA~2\Wincert\WIN32C~1.DLL is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.
Closing the dialog box removes the message but it gets annoying and time-consuming because it happens all the time, especially during PC start-up.
I still have my original installation CD. Should I just re-install Windows 7?
