Bad mobo or cpu?

Hello,
I recently attempted my first build, using the following components.

Asus M2N-SLI Motherboard
AMD Athlon 64 X2 4600+ Processor (AM2)
PNY 8600GT PCI-Express 512MB Graphics Card
OCZ Gold XTC 1024MB PC6400 DDR2 800MHz Memory (2 of them)
XION Simple Power 630W ATX Power Supply

The HD and DVD-ROM are from another computer and work fine on that computer.

When I hook everything up and flip the switch on the PSU, the motherboard's LED comes on, and so do all the fans. However, there are no beeps, and the monitor doesn't display anything, and the keyboard doesn't light up (USB keyboard). The optical USB mouse has power to it, though, because the light in it is on while the motherboard is 'booted'.

I take the lack of beeps to mean that the POST isn't running. I've tried booting with and without the HD and DVD-ROM, but to no avail. Is my motherboard bad, perhaps, or the CPU? I ordered through TigerDirect, so if I could figure out what part(s) are bad before I send anything back, I'd like to do so in order to avoid sending back a perfectly working part.
