Booting problems

Hey this is a message from my friend. I didnt know what he was babbling about so I thought I'll put it here and get some help from experts.

"well my comp is just ****ed whenever i start it i come to some menu where i can choose between launch windows manually,launch windows in wrongsecure mode,launch windows with last working settings,
and every time i pick one it just restarts and comes up to this menu, i tried every single option.
i even tried to formate it with a windows xp cd but i cant get the bios menu to come up ive tryed both with delete button and f2. "
 
What mobo does he have? When you know what mobo he has you can find out how to get into bios.

As soon as he can get into bios, he should set the boot order to floppy(if applicabe)/cd-rom/hdd, then he should put his Windows cd into the drive and, save and exit bios.

Look HERE for instructions on how to do a repair install of Windows.

Have you tried hitting F1 to get into the BIOS?

And yes as howard said I would try a repair before you try a format. That way you have a chance at saving all your data and programs.
