Building New Computer Powerful small tower

Im back with another question I figured out there was a problem with my old mother board model so I scrapped that project my new project is allot more expensive so im wondering is it possible to put a PNY GeForce GTX 1070 8GB XLR8 Gaming Overclocked Edition Graphic Card on an ASrock micro ATX DDR3 2400 motherboard???

And if yes is what processor would pair great with this GPU???

Id like to keep the mb at low but reasonable budget price if this isnt a great pairing
