Built New Computer Need Assistance

Recently I bought some parts for a new computer and put everything together. The only things I didnt replace were the HDD and the Power Supply. When I start the computer the windows logo starts but is laggy then the screen cuts to blue for a split second and the computer restarts and repeats over and over. I have tried to find help and decided to drop a post here for assistance without spending money. Any help is greatly appreciated and thank you in advance

Motherboard: Asus M5A99FX Pro R2.0
CPU: AMD FX-8320 8-core 3.5 GHz (4.0 GHz Turbo)
Memory: Patriot Viper 3 Series DDR3 8GB 1600MHz Single Module Memory
Video Card: Asus Radeon Strix R7 370
HDD: Western Digital WD1001FALS Caviar Black 1TB 7200RPM SATA-II
Power Supply: Thermaltake TR2 RX 850W

Did you re-install Windows with the new setup, or just transfer the Hard drive over with the existing Windows install from previous setup?

Just transferred the HD over with the existing windows on it

That is most likely the cause to your issue that you are having. I would suggest conducting a fresh install of Windows. This should fix the problems you are having.
