Can KT400 Chipset lock AGP/PCI Bus

can any1 confirm whether or not the KT400 chipset (KT4V mobo in specific) can lock the AGP/PCI bus speed? some articles say it can some say it cant...i would like to push my FSB to 200 and lower the multiplier, but once i go to 140 FSB my AGP is at 70MHz, and it doesnt seem to like anything higher than 70 (my PCI bus is 35). is there any way i can get them to lock? maybe by rolling back the bios or anything? or is it a new mobo jobby?

I haven't heard about Via implementing a PCI lock until way after the Athlon64 so I doubt your motherboard can do that.
 
so i cant go above 140 FSB and my multiplier is stuck at >= 13.5x , new mobo time methinks :dead: unless someone knows if/how to unlock 14x and 15x multipliers? google doesnt give much in the way of help on that matter
