Can not open Task Manager

Hello,

When I right click on task bar I should be able to click on Task Manager, but it is grayed out. Also when I press Ctrl+Alt+Del Task Manager is also grayed out. Not even run can run Task Manager It sais that I do not have permision because it is blocked by the PC administrator, but that is me and there are no other accounts on my PC.

Can you help?
