Cannot open programs?

Odd problem, and probably just as valid for the virus and malware section, but I'm not 100% positive that that's the cause.

The laptop in question is a Vaio PCG-7F1L, and I was told it has a virus or two on it. I tried installing a malware remover first, but the .exe would not install. It's listed in the processes, but nothing happens. Internet Explorer came up with a similar problem. The Control Panel can open, though, so it's not with everything.

Any ideas on what can cause that?

Try booting into Safe Mode with Networking
Reboot and immediately start tapping F8 key once every couple seconds

• You should get an Advanced Startup Screen (not the Windows loading screen.)
• Choose Safe Mode with Networking
• If you see the Windows loading screen, reboot and try getting to Safe Mode again
• Upon booting into Safe Mode, try the 8-steps to remove viruses if only to rule that possibiliy out
