Cannot start PC easily

I cant turn on my pc esily, i need to push the power button many times before it turns on the pc..i think it's something to do with my hard disk, because i tried to open the cpu and check the power supply and it supplies 11.7v for HDD, floppy, and cd rom. Then i tried pull out all the supply of the 3 devices and it turned on esily afterwards i tried to isolate HDD, only the HDD was powered, and it comes back to it's problem... but with the two devices, it turned on easily.

What can I do?..please help me!!..

Mind you it sounds most likely like a faulty PowerSupply (even though it sometimes works)
