can't access admin tools

    whenever I try to enter admin tools from my control panel, and then try to open services, it says "windows cannot open this file, to open this file windows needs to know what program created it."

    it also says it can't open services.msc.

    MSC files are opened with the MMC.exe,(microsoft management console), the file MMC.exe should be located in c:\windows\system32, if its not there then you have a problem, in which case post back.
