Routing and remote access is a component of Microsoft Server products.
I don't think it is installed on XP Pro, but if it is it would be in Administrative Tools or via mmc - add/remove snap in.

What exactly do you want to do and what OS are you running?

first, the system which is to support ICS must have TWO NIC cards, or
    a dial-up modem and a nic card.

the primary NIC (the one with access to the internet) is then ICS'd to the other
NIC card to which the second system is attached.

you would be better served (ie be happier and have a better system) if you
purchased a simple router and connected the systems like this:
    Code:
modem --- router --- primary system
                    +
                    +----- system#2
                    +
                    +----- system#3
