Can't get into safe mode

I have been trying to get into safe mode to run virus scans and etc. but, when it comes up it just hangs there and doesn't load. I'm also having a problem with installing any program. when i attempt to install my desk top reloads itself. any help would be most appreciated. thank you in advance.
 
If that does not work try this

To get safeboot.txt:
  • Click Start>Run
  • Copy the lines in the box below, and paste it in the run box that opens:
    regedit /e c:\safeboot.txt "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot"
    Click to expand...
  • Click “Ok”
  • Double click the My Computer icon, then your C drive
  • In there, you will see a file called safeboot.txt. Double click to open it.
  • Copy and paste the text into a reply to your thread.

Umm what is that huge paste from up there?
Is that from your registry, or from the reg file I attached?
The reg file I attached, you can right click on and select merge

I'm lost :confused: also do not do anymore of these huge pastes, you are best to attach
