Can't open Control Panel, Add/Remove Programs... etc.

I can't open any of these. It says I must contact the administrator about this. I am the administrator.

I have internet but it won't let me use it. So I'm not sure how I would download or install the HJT. I've run Ewido/AVG and it deleted about 162 items or so. I'm on my friend's laptop and I need help to get rid of this. I also ran CCleaner prior to AVG.
