cant turn off user acct ctrl!

Hello,

I literally just finished installing a clean, legit version of Windows Vista Home Premium. I am trying to turn off user acct control, and for some reason - this company and only this one seems to hault when i click it. It doesn't freeze.. it just doesn't do anything like a broken link. It shows it loading for maybe 1/5th of a second then does nothing.

What is wrong with this? Thanks!!

I am using NVIDIA 8800 GTS pcie card + amd 2.8 ghz dual core processor + 2 gig ram.

to turn it off go to start, type in the search box user accounts and click on that then click turn user acc. control on or off if you have tryed this and it doesnt work then you might have to reinstall it becuase it happend to me
