I have an ASUS P4G8X Deluxe motherboard. I started receiving "NTLDR is missing" messages, so I replaced my HDD. Now my computer won't recognized my CD-ROM drives and my CD burner is on constantly. I have checked my ribbon cables and made sure they are connected properly, made sure the jumper are set to master and slave.

Does anyone have any suggestions as to what I can do next?

Try setting the jumpers to cable select (cs) and making sure that your boot drive is on the end of your primary data cable.
The check that everything shows up correctly in your bios, your mobo manual will tell you how to do that if you don't already know.

You could also try going into your device manager and deleting the drivers for your CDrom drive, then rebooting and letting windows reinstall it.
