Computer can't connect through cable modem - ethernet

I'm working on my step sister's computer. The network hardware states: Intel Pro/100 VE Network Connection and im using a motorola cable surfboard modem. it'll connect through usb, just fine. but when i connect it via ethernet, it won't connect. the local area connection states it's connected at 100Mbps, and packets are sending, but nothing is being received. When i go to "add hardware" (when reinstalling the drivers) it shows the SM Bus Controller as installed, but the drivers are apparently missing. what could be going on here?
 
in the USB LAC status, it says Address type: assigned by dhcp and it gives me a default gateway number. under the ethernet connection the address type says automatic private address with no gateway number
