Computer cuts off and then back on?

Ok the computer cuts off.... and the power button will not work, and when the computer is ready it cuts back on by it's self But when in windows the power button work but with it cutting off/on it only makes it to windows half of the time b4 it cuts back off the system is clean i have done house calls with trendmicro and other scans on the hdd could it be a bios setting? the processor stays at about 36 so it's not getting hot and i am lost.... any ideas?
