Computer doesn't POST. Posts only after 20-30 attempts

My AMD 3200 64 doesn't POST.
When you turn on the power the lights come up the fans start working but it doesn't go to the beep and it just hangs. The monitor doesn't show anything at this moment. If you try just turning it off and on for like 20-30 times it boots up properly and works fine.

I tried to use the search but there are no complete threads with solutions.

Could you recommend me what to do?
 
You could also just try to switch with another working computers power supply as well before you buy a new one.
 
Yeah,
you don't have to mount the test supply. Just connect the ATX connector and the 4-pin molex connector to the motherboard and power to the boot drive and see if the computer starts. If it still doesn't start, you may have a bad power switch on the case

Everything's working now. It's the power supply. Tried a different one from my other computer - works fine.

Hehehe. Weird. I thought that since the fan was rotating the pws was supposed to be fine. Not the case though.

power supplies supply many different voltages, so the loss of just one can make some things work and other things not work
