Computer will not start up

I have a compaq preserio SR1334NX when i try to start it up the green power light on the back of the power supply flashes, the fans do not run and the light blinks for some time after i unplug the power cord is my PSU dead? any help would be apreciated

Sounds to be a PSU issue.
