Computer won't boot

Initially, my cpu fan and power supply would only come on for a fraction of a second; then I noticed that I had some bad capacitors on the board; I replaced the capacitors and the power supply and cpu fan come on but there is still no output to the monitor. One other thing that seems odd is that I could start the computer with no problems by pressing the power button but I cannot turn it off. The motherboard is an AMD board that is apprx 2 years old that had a 1600+ AMD athlon chip on it. I think the motherboard is gone and needs replaced. FYI, the PSU has been replaced and I tried another AMD athlon chip on it; still no go. Any suggestions that I could try before throwing it away???
 
not really, if it can't turn off by the front power switch that means it's not even beginning to POST. Try different RAM, reset the BIOS, that could possibly get it running, but I doubt it.
