Computer won't touch my 2nd GB of ram

A few months ago I upgraded my comp from 1.5 gb (1gb + 512mb) to 2 x 1gb sticks. I realized my games like Crysis staggered after I played for like 5 minutes. Looking at my Commit Charge, my comp max uses 1.1gb even though the properties on My Computer show the 2.0 gb. Both sticks are the exact same.

I even set the virutal memory on my fast HD with 2-5 gb and sill no difference.

-Windows XP Pro
-Mach Speed MSNV-939
-AMD Athlon 64 X2 Dual Core 3800+ (OC'd)
-2.20ghz
-2.0 GB of RAM (2 x 1gb PNY DDR PC3200 Optima)
-Nvidia GeForce 8600 GTS (OC'd)
 
What memory slots are they in on the motherboard? Whichever way you put them in make sure they are either both in the green slots or both in the white slots.

The amount of RAM used is program dependent. Since the usage is at 1.1 GB it obviously knows the second stick is there. So my stupid question is, why should we believe it should be using more? Did it use more when there was only 1.5Gb installed?
 
For my computer as fast as it is, is smooth until more of the game is loaded. It went to 1.4gb when i had the old setup. Its a high memory game, no computer would use below 1gb...
