Connect 3D X1900XTX

hey, i have recently upgraded from my Connect 3D X1600 pro to a Connect 3D X1900XTX. The specification for the card says the GPU should run at 650 mhz and the Memory at 1550 mhz. But when i ran Catalyst Control Center, it told me the GPU was running at 500 mhz and the Memory at 594 mhz (times 2 = 1188 mhz)
Someone told me that this maybe because the card tunes down its speeds to save power when running in 2D, so i used ATI Tool to monitor that GPU and Memory speeds while i was playing games in 3D, but the GPU and Memory stayed at 500 mhz and 1188 mhz respectively.
