Control panel does not exist, no task manager either. mutiple malware

well what happen is that my dad was downloading stuff, (dont know what) and the next day, the wallpaper changed to a LINKED picture with a sorta bio-hazard sign with something like "protection soemthing something something" i dont know right now...
ran ad-aware and spy bot: search and destroy
and other various things...help please?
