Maybe your computer changed your multiplier and FSB to some odd settings. Check BIOS to be sure that this hasn't happened. This used to happen to me on my old ASUS A7N266-E. It would occasionally reboot and clock me lower, so I had to change it every once in a while after a failure on shut down.

Ok...The correct multiplier and FSB for a XP3000+ is 13 x 166MHz, it seems that your is current;ly set to 13 x 100MHz. All you need to do is just to increase the FSB up to 1666MHz.
