CPU Problems

I need in figuring out if my CPU is bad and it needs to be replaced.

Specifications:

Dell Inc. C521
Windows XP Media Center
2 x 512 MB Ram Sticks ( 1GB )
AMD 64 Athlon X2 3800+ 2.0 GHz


When I am running PC Wizard or open My Computer it says the processor is running 1 Ghz and sometimes it'll go up to 1.8 Ghz or 2.0 Ghz. I don't know if this is caused by a bad processor or what any information regarding this will be greatly appreciated.
Frequency : 2000 MHz - (current : 1002.09 MHz)
Core 1 - 1002.09 Mhz
Core 2 - 1002.09 Mhz

More than likely you have a mobo that has amd cool'n'quiet enabled. What that means is that when you cpu isn't being used it "turns" it down to save power and such....Anyone correct me if i'm wrong. Hear is a link to the Cool'n'Quiet
