    The GIMP 2.0, which is a free download incidently, now boasts a new interface and many enhanced features.

    Whilst certainly not something the average Photoshop guru would touch (maybe), its still a pretty good little graphics manipulation package, and of course its free. It is also available for a variety of operating systems, including Windows and Linux.
