The fans both spin up go fast and slow. no post, no video test button gives green light. How can I test the power supply. It has a 4 pin and 8 pin wiring setup

As to PSU, multi-meter can test voltages with a back probe of the various connectors. A good candidate for this kind of failure is a lack of the 'power good' signal - but go through the tree step by step.
