Desktop/Wallpaper Virus

I just had a huge battle with the virus "Internet Protection 2010"

I think I have gotten rid of it but the desktop issues still linger. When I am shutting down my normal wallpaper pops up so I think the "You have a virus!" wallpaper is a web issue (sorry guys im not too good with this stuff).

I tried to go into control panel/display/desktop/customize desktop
When I do this the "web" tab has disappeared. It also wont let me change my wallpaper.

I have also tried to put "regedit" into run but nothing pops up. (Am I supposed to be putting something before "regedit" Can anyone help?

Thanks so much in advance.
