Dialer.exe in XP home-a question

In XP -
Can I use dialer in NT folder to make
standard voice local land -line phone calls using my
Dell fax modem, PCI card.

Modem works fine.
Headset works fine!

However- using Dialer ...the
called number rings but when
answered ....no voice or sound
either way.
Is that normal?
What do I need to place calls from my
computer to any phone???????????

BTW-Checked box phonecall on Dialer app.

Seems straight forward. But no sounds.

Does same thing in HyperTerminal. No sound!
