    Open Registry Editor

    Find HKEY_CURRENT_USER > Software > Microsoft > Windows > CurrentVersion > Policies > Explorer

Right click on the DWORD name "NoManageMyComputerVerb"
    Change the Value to "0"

    Log Off and Log On

Just before we go down the spyware removal part.

Are you an administrator account ?
Please go to User Accounts in Control Panel to confirm

Also, I suppose this computer was alowed, to run regedit and services once ? Or has it always been this way ?
What I'm getting at, is System Restore, to a date that all worked ok.

I'll wait for your response, and decide on best course of action, either:
    1. System Restore
    2. Malware scan (and logs)
    3. Repair Windows fully
    4. Full Reinstall (obviously back up first)
