Document and Setting permission problem

    Every user that I created acts like an Administrator by accessing other user's documents. However the installation does deny them access to install which is good.

    It's a standard XP Professional computer that is not connected to any network settings. I have setup several computers that works fine but this one computer seems to bypass every user permission that I have grouped.
