my bad hardware says it is:

Standard Floppy Disk Controller

Info on this hardwares problem:

Device Type: Floppy Dsik Controllers
Manufacturer: [Standard Floppy Disk Controller]
Location: Unknown

This device cannot find enough free resources that it can use. (Code 12)

If you want to use this device, you will need to disable one of the other devices on this system.

SiS PCI IDE Controller

What did you do before this happened? Something has gone very wrong if you can't allocate an IRQ for floppy or keyboard..

Go to the system BIOS and play with APIC and PnP settings. Disable any devices you don't use like those LPT and COM ports. VGA does not need an IRQ, you may not be using that modem either.
 
I don't know what you 'missed' so I'll run it through in very basic terms... There are different ways to enter the system BIOS depending on the manufacturer of your PC. It usually requires hitting a function key when you are booting the PC - prior to the OS loading from the hard drive. Try resetting the PC and pushing 'F1'.

APIC = Advanced Programmable Interrupt Controller
PnP = Plug 'n Play
LPT = Parallel port (used to be for printers)
COM = communication port (used to be for modems)

So what he's telling you to try to do is see if there are any settings in your BIOS screen associated with any of the above areas that may be specifically conflicting with other resources. As stated earlier the PC usually does not have an issue allocating IRQ for floppy drives and/or keyboards so it looks like this happened after a change that you made to your pc. Hope this helps!

my computer just comes to the screen which has loading options like safe mode.
do i debug? or somthing like that? or do i need another button to press?

operating system: windows xp sp2
monitor: Compaq FS740
Tower: Compaq Presario 5451

P.S. i didn't do any of this. i bought the computer at the flea market. no recovery cd. came home, and i can't do most stuff. i can't even play my Visual Boy Advance without crappy sound and video performance! (Video Game Emulator)
 
Well, maybe that was the reason the PC was sold in the first place? It's "broken".

Is there a Windows license sticker on the machine? If yes, then just borrow/download a corresponding Windows OEM CD and reinstall from scratch.
