DVD formatting problem

Why does a new DVD spin around in the DVD drive when I am trying to format to get is ready for copying a video from my PC? I am trying to format the DVD but can't.

firstly... you have problems communicating.
besides did you insert a DVD-RW or a DVD-R?

you can 'format' [erase] only DVD-RW [DVD-Rewrittable]

be more clear. [i.e tell us properly wat ur problem is]
