E:\is not accessible incorrect function

This is the error message I get when I try to use E:\ DVD+RW drive. I can't use Windows Explorer to enable CD Recording because I get the same error message. Properties indicates that E:\ is full with no space to record. DS tells me that some programs used can mess it up this way, and he's trying to remember how he fixed it before.

I'm using WINXP on a Compaq desktop AMD(?)
