  1. I bought this external hard drive: http://tinyurl.com/ckj24

Em I suppose to leave it on all of the time ,even when my PC is off?
I do not think my external hard drive has a on/off switch, because I cannot find it. There is only a USB jack and a power jack.

Also if I had to transport my external hard drive, how do I safely shut it down and turn it off?

I'd recommend turning it off, as constant usage can wear down the drive. Unplugging it will be fine.

Windows has a "Safely remove USB storage device" function. It's a little icon down at the bottom in your taskbar tray. You can use this before disconnecting your drive, but as long as you unplug it while there's no disk activity - You should be okay.
