EMachine funky startup

I have a model T6216. When I turn it on the fans run full blast and the computer will not start. I hold the start button in for 5 sec to power off and then immediately hit the start button again it will boot up and run. Then when I go to restart WIN XP it goes to Shutting Down and locks up. Any suggestions?

Yes, save up for a new computer... Or replace the power supply and motherboard
