Failes to connect to windows service

Hi every one, I'm having a problem starting the service in the event notification area. I know how to get there and all ,but I get error 1084 stating I can't "start the service" in safe mode. I have a Dell that is 2 months old, I unfortunaltely have vista. If I boot up in normal mode I really can't click on anything. I can't even shut down correctly. If I boot in normal mode and use the windows button on the keyboard with the "R' key, I wonder if I'll be able to get to the Event notification Screen? Any ideas? Please help. Oh, I'm not that computer savy either. I've gotten as far as I have with help from pccrazy and CCT.
