FEAR Combat Won't Install on Vista Ultimate

For some reason whenever I open the installer for FEAR Combat, nothing happens. No new processes appear in task manager, no windows pop up, but the whole system starts to get really slow. I've downloaded the installer 3 times so I know it's not a corrupt download. Anyone heard of this or know how to fix it? I'm using Vista Ultimate 32-bit.

I have tried running it as administrator, and even in compatibility mode for Windows XP...

Edit: Found a solution. It can be installed by turning off User Account Control, installing the game, then turning it back on. Hopefully this can help other people who run into this problem.
