File permissions not inherited

Having trouble with inheriting permissions. I can share a folder on the network and every file inside is accessable. I can copy or open them all. When I add a new file to the folder, I can't access it via the network until I unshare the folder and then reshare it. The permissions don't apply themselves.

I am running Windows XP Pro SP2 with all the latest updates.

Any help will be greatly appreciated.
 
I can see the files, I just can't manipulate them. When I try to open them, I get an error stating:

"Could not open \\filename.zip. Probable cause: file sharing or file permissions problem."

The only files that have this error are the ones I moved to the folder after I shared it.
 
are you using simple file sharing
I would turn it off
add network to the share that might help
go to advanced setting see who has ownership
force ownership and sub folders to
check in security folder and add network here to
add the admin to all shares and then delete all users
you may have to now log in with user name and password ,but you can set it up that it will remember this
sharing setting are also under security setting
